1 dead, 11 arrested in anti-terror sweep in France

(AP) ? Police carried out raids across France on Saturday after DNA on a grenade that exploded last month at a kosher grocery store led them to a suspected jihadist cell of young Frenchmen recently converted to Islam.

The man whose DNA was identified, named by police as Jeremy Sydney, was killed by police after he opened fire on them, slightly wounding three officers in the eastern city of Strasbourg. Officials said he had been under surveillance since last spring ? around the time a French Islamic went on a shooting rampage against a Jewish school and French soldiers, killing seven people.

Eleven other suspects were arrested across the country Saturday, according to the Sipa news agency. One man was carrying a loaded gun, and police found weapons, cash and a list of Paris-area Israeli associations during the raids.

Paris prosecutor Francois Molins said all the arrested suspects were French and recent converts to Islam. They were all born in the 1980s or early 1990s. Four of the men involved in the raid had written wills.

"You can imagine what their other plans could have been," counterterrorism official Eric Voulleminot said at a news conference with Molins.

The prosecutor described 33-year-old Sydney, sentenced in 2008 to two years in prison for drug trafficking, as a "delinquent who converted to radical Islam." He said others in the cell indicated they wanted to return to "the land of jihad."

A statement from President Francois Hollande praised the police for the raids and said the state would continue to "protect the French against all terrorist threats."

Last month's firebombing of the grocery, in a Jewish neighborhood in the Paris suburb of Sarcelles, happened on Sept. 19, the same day a French satirical paper published crude caricatures of the Prophet Muhammad. Anti-Western protests were also growing at the time against an anti-Islam film. One person was slightly injured, but the attack with a Yugoslav grenade came after a summer of what residents described as growing anti-Semitic threats.

"What happened in Sarcelles was just a start, or was just a test," Sammy Ghozlan, head of a French group that tracks anti-Semitism in the country, said. "Islamism is a force of influence and Islamists are going to seek out the weakest people to teach them to kill."

France, which has the largest Muslim population in Europe, is trying to contain the spread of a radical Islam hostile to Western influences. France has made similar anti-terrorism arrests before, only to release the suspects several days later without charges.

The prosecutor was careful not to draw direct links between Saturday's arrests and Mohamed Merah, a young Frenchman of Algerian descent who died in a shootout with police in March after the killings in the south of France. That attack terrorized the French Jewish community, which has since ramped up security in many parts of the country.

Merah had studied at an Islamist paramilitary camp in Pakistan and claimed ties to al-Qaida. Molins said officials did not believe the men arrested Saturday had trained abroad, but cautioned that the investigation was ongoing.

Measure of US home prices rises by most in 6 years

(AP) ? A measure of U.S. home prices jumped 4.6 percent in August compared with a year ago, the largest year-over-year increase in more than six years.

CoreLogic, a private real estate data provider, also said Tuesday that prices rose 0.3 percent in August from July, the sixth straight monthly gain.

Steady price increases, combined with greater home sales and rising builder confidence, suggest the housing recovery may be sustainable.

Other measures of home prices have also increased. The Standard & Poor's/Case Shiller index rose in July compared with a year ago, the second straight yearly increase after two years of declines. And an index compiled by a federal housing regulator has also reported annual increases.

Housing prices are rising in most areas, according to CoreLogic. Only 20 large cities out of 100 tracked showed declines in the 12 months ending in August. That compared with 26 in July.

"The housing market's gains are increasingly geographically diverse with only six states continuing to show declining prices," said Mark Fleming, chief economist for CoreLogic.

States with the biggest price increases in the past 12 months were Arizona, Idaho, Nevada, Utah and Hawaii. Prices soared 18.2 percent in Arizona, partly because the supply of homes for sale is low and foreclosure sales have slowed. Prices have risen 10.4 percent in Idaho.

The states with the biggest declines were Rhode Island, Illinois, New Jersey, Alabama and Connecticut.

The housing market has begun to rebound this year more than five years after the bubble burst.

Sales of previously occupied homes jumped in August to the highest level since May 2010. The rate at which builders started single-family homes rose last month to the fastest in more than two years. Builders have also increased their spending on single-family home construction for five straight months. And the lowest mortgage rates on record have made home buying more attractive.

Even with the gains, the housing market has a long way back. Many would-be buyers can't qualify for stricter lending standards or save enough money for larger down payments that most banks now require. Home sales, housing starts and prices all remain below healthy levels.

CoreLogic said its measure of prices is 26.7 percent below a nationwide peak in April 2006.

Still, the broader economy will likely benefit from rising home values. When prices rise, people typically feel wealthier and spend more. And more Americans are likely to put their houses up for sale, which could further energize the market.

Ann Romney's new role: Defender in chief

LITTLETON, Colo. (AP) ? Ann Romney has stepped out into a new role for the final stretch of the campaign: Character witness and defender in chief.

She admonishes her husband's Republican critics, and tries to convince woman that Mitt Romney is on their side. She also counters the portrait her husband's opponent paints of a soul-less corporate raider, and seeks to show his softer side, like she did Tuesday when she recalled how he made regular visits in the 1970s to a 14-year-old who was dying of cancer, even helping the boy write his will.

"That is where Mitt is when someone's in trouble, he's there, he's by the bedside," Ann Romney told a crowd at a park in this vote-rich area as her husband stayed out of sight ahead of Wednesday's debate. "Right now the country's in trouble. We need someone who cares, who truly understands what is going on."

In the weeks since her big convention debut, she has become the center of a campaign within the campaign. She has her own charter airplane, holds her own fundraisers, campaigns at her own events, and often sits down for more local interviews than her nominee husband does. On Monday, she held an event in Henderson, Nev., competing with President Barack Obama, who was in town to prepare for his head-to-head matchup with Mitt Romney. After her Tuesday appearance, she did three interviews with local stations.

It wasn't always this way.

While she frequently appeared alongside Romney earlier this year, Ann Romney didn't really venture out on the trail on her own much. The campaign had been careful how it deployed her, mindful that she has multiple sclerosis. Her disease flared during the stressful campaigning of the primary season, right before voting on Super Tuesday. It was a reminder of her need to stay rested.

Her husband has told donors that the campaign was worried about her facing too much criticism early in the campaign.

"We use Ann sparingly right now, so that people don't get tired of her, or start attacking," he said in May at a Florida fundraiser that was captured on tape and published by the magazine Mother Jones. "But you will see more of her in the September, October timeframe."

He also made reference to Democratic strategist Hilary Rosen, who said earlier this year that Ann had "never worked a day in her life," sparking an outcry from Republicans who defended stay-at-home mothers.

"That made Ann much more visible to the American people, which I think is very helpful. It gave her a platform she wouldn't have had otherwise," Romney said.

Her biggest appearance to date came at the GOP convention in Tampa, Fla., as she spoke in greatly personal details about the man she's been married to for four decades ? and made a direct pitch to a group of voters with whom Obama has an edge in polling.

"I love you women! And I hear your voices," she said, delivering a forceful defense of her husband's character and values in a speech designed to introduce the country to the man she knows better than anyone.

Since then, Ann Romney has ended up defending her husband in a myriad of ways, whether from sniping within the Republican Party or from people who suggest he doesn't understand the concerns of average Americans.

Last month, as second-guessing of her husband reached a new height following the release of a secret recording of one of his fundraisers, she made her most pointed statements to date, addressing critics of his campaign.

"Stop it. This is hard. You want to try it? Get in the ring," she said during an interview with Radio Iowa. "This is hard and, you know, it's an important thing that we're doing right now and it's an important election and it is time for all Americans to realize how significant this election is and how lucky we are to have someone with Mitt's qualifications and experience and know-how to be able to have the opportunity to run this country."

And asked in a separate interview what she was most concerned about should her husband win the presidency, she said she worried for his emotional state.

"My biggest concern, obviously, would just be for his mental well-being," she told a Nevada TV station last week. "I have all the confidence in the world in his ability, in his decisiveness and his leadership skills . So for me I think it would just be the emotional part of it."

Ann Romney has long been pivotal to the campaign's outreach to female voters, pointing out how she talks to her husband about the concerns they have amid a struggling economy. But she has been careful not to step into hot-button debates.

Last month she declined to answer a question about gay marriage from Iowa KWQC anchor David Nelson. He later asked: "Do you believe that employer-provided health insurance should be required to cover birth control?"

Ann responded: "Again, you're asking me questions that are not about what this election is going to be about. This election is going to be about the economy and jobs."

On Tuesday, Ann steered clear of specific policy debates, instead offering warm testimonials to her husband.

Carole Clark, 72, was impressed.

"She's first lady material. God bless her," Clark said. In contrast to Mitt Romney, Clark added, "She's a little bit easier with the crowd."

GSA Tests Energy-Slashing Technologies To Deploy In 10,000 Federal Buildings

Fleeting scandal aside, the General Services Administration quietly continues to root out government waste and save taxpayer dollars. The GSA announced this week that trials of workstation lighting controls and advanced power strips dramatically reduced electricity use in federal buildings. The agency also announced plans to test an additional dozen energy- and water-saving technologies this year as part of its Green Proving Ground program.

The banality of its name doesn?t hint at the importance of the GSA?s mandate and influence. The GSA is the largest owner of commercial real estate in the United States; it owns and leases 9,600 buildings nationwide. If the GSA were to unleash the full potential of federal procurement across its portfolio, it would expand the market for sustainable technologies.

Regular readers will remember the last time the GSA was featured at this blog. It was April, and GSA was engulfed by blowback from the Las Vegas conference scandal. That post focused on the GSA?s Deep Retrofit Challenge, a partnership with energy service companies under which the GSA aims to achieve ?the maximum energy performance savings possible? by retrofitting 30 federal buildings, totaling nearly 17 million square feet.

The Green Proving Ground complements these efforts by leveraging the GSA?s extensive real estate portfolio to undertake real-world testing of promising energy- and water-saving technologies. Innovations that reduce operating costs and meet the sustainability goals outlined by President Obama for federal agencies (more on this below) are deployed by the GSA. Technologies proven effective in earlier rounds of Green Proving Ground testing, for instance, are being installed as part of building retrofits funded by the American Recovery and Reinvestment Act (ARRA).

Here are results from the GSA Green Proving Ground trials released this week:

Tackling plug loads with advanced power strips

Plug loads ? the ubiquitous computers, printers, and copy machines that clutter a modern office ? now account for roughly 25% of the electricity consumed in a typical office building. Working with a team from the National Renewable Energy Laboratory (NREL), GSA indentified eight buildings in its Mid-Atlantic region in which to test advanced power strips (APS) that constrain plug loads. Planners selected three plug-load reduction strategies: schedule timer control, load-sensing control, and a combination of the two. The APS selected for the trial provides Web-based control, monitoring, and data collection.

The schedule timer control was the most effective strategy tested in the Plug Load Control study (PDF), resulting in an average electricity savings of 48%. Giving users the ability to set the day and time when a circuit is powered on and off reaped particularly large energy savings in the printer room and kitchen, where appliances such as coffee makers and water coolers had been powered 24/7. ?Energy savings and low simple payback argue in favor of deployment of APS with schedule time control throughout GSA?s portfolio,? the GSA found.

Workstation lighting controls

Technology tested under the Occupant Responsive Lighting study (PDF) delivered annual electricity savings ranging from 27% to 63%. This time, the GSA partnered with experts at Lawrence Berkeley National Laboratory (LBNL) to identify seven sites at five buildings in California to test a package that included a workstation-specific lighting system, dimmable ballasts, occupancy sensors at each luminaire, and controls. The retrofitted systems are centered over each cubicle; separate ballasts dedicated to ambient and task lighting enable individuals to adjust lighting to preferred levels.

Not surprisingly, the test site with the longest working hours ? a call center at the Roybal Federal Building in Los Angeles that is occupied 18 hours a day, seven days a week ? demonstrated the largest energy savings. Simple payback at this site was calculated to be less than seven years. The GSA expects costs for workstation lighting systems to fall as the technology matures and reaches scale. Even so, the GSA says that offices operating 14 hours a day or longer, with utility costs of $0.11/kWh or more, offer ?a strong argument for targeted deployment.?
